The government decided to provide the SMI with an opportunity to introduce a program to provide Ukrainian citizens with their own housing.
The Cabinet of Ministers of Ukraine created by its Resolution No. 1330 of 08.10.2004 the State Mortgage Institution. Now, with the aim of streamlining and expanding the subject of SMI activities in its Charter, the Government has made some changes. The Cabinet of Ministers of Ukraine recorded new possibilities of the State Mortgage Institution by Resolution No. 616 of August 18, 2017 "On Amendments to Decrees of the Cabinet of Ministers of Ukraine No. 1330 of October 8, 2004 and No. 768 of July 17, 2009".
In particular, the SMI gets the opportunity to introduce a program for providing residential real estate to Ukrainian citizens on the terms of financial leasing. This financial and credit mechanism was developed by the State Mortgage Institution, and was later submitted to the Government for consideration.
The main advantages of financial leasing are:
- Absence of the first payment for residential property;
- the possibility of living in their own housing after the conclusion of a leasing deal with the Institution.
It should be noted that the apartments are transferred to financial leasing only after the completion of construction, internal finishing works and installation of necessary equipment. The government plans to find sources of financing the financial leasing program by taking them under the state guarantee provided by the state budget of Ukraine for 2017.
