Commercial real estate. Modified DBN for the design, reconstruction and expansion of the shopping center, shopping center.

With the expansion of the network of commercial establishments, the embodiment of original projects is expanding and the market specalising consulting. And given the fact that the real estate market grows and walks in the regions, the start of application of the new instrument attracted considerable attention.
01 Aug 2019 entered into force changes to the DBC.2.2-23:2009 "trade Enterprises". The document was approved by Order of Ministry of regional development No. 313 of 20.11.2018 year. According to him, the lifting of restrictions on the possible heights of sales areas in supermarkets, shops, markets and other trading enterprises, which are under construction and subject to reconstruction. This will provide the opportunity to build modern and interesting objects, without reference to the height of the premises, while visitors to shopping services in modern and comfortable premises.
"Another qualitative change, which is valid from today – the ability to design trading rooms of any height, without restrictions. Previously, building standards for the design of trade enterprises there are limitations. So the floors were constructed with a height of usually 3.0 — 3.3 m And only with appropriate justification and depending on the floor space can be increased up to a maximum of 4.8 m. We removed these restrictions and introduced the possibility to design a modern and interesting shopping facilities of any height, as is done in the world", – said the Deputy Minister of regional development, construction and housing and communal services of Ukraine Lev Partskhaladze.
Therefore, the new current changes to the building regulations specify that the height of the floors with commercial facilities may be extended with appropriate justification for mechanization, equipment, or construction. In this case, the minimum height from the floor to the ceiling should be 3 m (as before), and for double-height trading rooms — not less than 5.8 m in the presence of the mezzanine.
Changes are also introduced such new terms:
Multifunctional building – a building that includes two or more functional design components are interrelated with each other with the help of planning techniques.
Shopping center or complex (shopping center or TRC) – a kind of shopping centre (TTS), which can also be accommodated in different buildings of the complex or in one of the multifunctional building, a part of which, except shopping destination and additional services including cultural, recreational and sports purposes (cinemas, bowling, sports hall, ice rink, swimming pool, fitness, etc), as well as office, household and auxiliary premises for staff (dressing rooms, showers, toilets with universal cabs).
Also added that the trading center (TC) may consist of one multi-purpose building, on the ground floor which, as a rule, place a hypermarket or supermarket, and on the other floors are various sites shopping destination and additional services.
DBC.2.2-23:2009 "the Enterprise" has been supplemented by:
  • a new subsection "requirements for the design of retail and shopping centres (complexes), which are placed in one of the multifunctional building" which, among other things, establishes requirements for sites of Mall and shopping center (TRC);
  • security requirements and availability of trade enterprises for people with limited mobility (taken into account the provisions of the DBC.2.2-40:2018 "Inclusion of buildings and structures");
  • the requirements for energy efficiency and energy saving;
  • the requirements of mechanical resistance and resilience, durability and maintainability.
In the building of the shopping center and Mall (TRC) are allowed within the premises for short-stay and leisure of children (up to 3-4 hours without food and sleep). Such premises shall not contain bedrooms and kitchens, and they should not be placed above the second floor, with independent evacuation out (with a ramp for people with limited mobility).
In Mall and shopping center(TEC) should provide for buyers and visitors:
  • toilets that have a universal cab with appropriate devices for persons with disabilities and the sanitary equipment;
  • facilities for women with babies, which set the changing table and the corresponding sanitary facilities.
GOS "of Enterprise" applies to the design of new, reconstruction and extension of existing buildings and separate premises of retail trade enterprises (shops, markets), with the exception of buildings wholesale trade, car dealerships and auto parts stores, weapons, warehouses of construction materials, production companies and stores temporary operation.
State construction norms (DBN) – binding regulations that are used in the design of new and reconstruction of existing buildings, districts, neighborhoods, streets, and roads according to their purpose.
